An ion is an atom (or a group of atoms) that does not have as many positive charges (protons) as negative charges (electrons). These atoms therefore have a final positive or negative charge. For instance, Ca2+ is an ion, with a positive charge of 2.
To relate the charge of a monoatomic ion to its position in the periodic table, you need to keep in mind the octet rule. The octet rule is the tendency of atoms to acquire the electronic configuration of the nearest noble gas in the periodic table.
To obtain a stable electronic configuration, an atom will seek to gain or lose one or more electrons by ionization. It will thus produce ions, which can be used to form a molecule.
Since the number of valence electrons of an element matches its family number in the periodic table, you can deduce the number of electrons it tends to lose or gain, and therefore the charge of monoatomic ions it can form.
