First of all, it is important to point out that litmus red and blue papers do not react in the same way.
If the medium is acidic, the red litmus paper will stay the same color, while the blue paper will turn red.
If the medium is basic, the red litmus paper will turn blue, while the blue paper will remain the same color.
If the medium is neutral, both papers will retain their original color.
So if the paper does not change color, it can mean either that the two papers are soaked in the same solution, which is neutral, or that the red paper is soaked in an acid solution and the blue paper is soaked in a basic solution.
