Now, why do we have what we call ministry exams? Once again, it's a matter of equity; even though schools need to follow the same guidelines (from the Ministry's educationnal plan), the teaching methods can vary from a school to another. Furthermore, teachers usually create their own exams or reuse the ones from their school, which means that exam formats or even level of difficulty can vary from a school to another.
Ministry exams offer a standardized test performed in the same conditions (number of time, preparation, allowed material) through the province. This makes sure that all the knowledge required has been taught, while it also indicates where students stand in the provincial ranking; if someone goes to private school or is in a special program, they might be under the impression that they rank low in their class or school; with the ministry exam, they might be surprised they actually rank higher.
